Two quotes land on your desk. One factory offers to build your custom formulation from scratch — your fragrance, your viscosity, your can design, at a tooling cost and a 45-day development cycle. The other offers their existing, proven formula in a can carrying your brand name, shipping in three weeks at a lower MOQ. Both say they are the right partner. Both are, in fact, telling the truth — for different buyers.
The OEM vs private label decision is the single most consequential choice an aerosol brand makes before signing a supply contract, and it is regularly made backwards. Buyers with no distribution proof commit to full custom development; buyers with strong market demand keep paying premium prices for a formula their competitors can also access. Here is how to get it right.
What OEM Actually Means in Aerosol Manufacturing
OEM (original equipment manufacturing) in the aerosol industry means the factory engineers a product to your specification. That typically involves some combination of: a custom formulation developed in a lab, a specific propellant ratio tuned for your spray pattern, a bespoke can diameter or height, custom tooling for actuators or caps, and artworked cans printed to your design.
What it costs you: money and time. A custom formulation usually requires several sampling rounds — expect two to four weeks per round when it is done properly, because a new formula must be stability-tested, not just sniffed. Tooling for a fully custom actuator or can design adds cost and three to six weeks. MOQs for full OEM commonly start at 10,000 to 30,000 cans per SKU, because the factory has to allocate line time and materials to a product only you will ever buy.
What you get: a product nobody else can copy from the same shelf, and margin control. If your brand competes on performance claims, OEM is not optional — it is the product.
What Private Label Really Gives You
Private label means the factory's existing, market-proven formulation goes into a can with your brand on it. The formula is not exclusive to you; what is yours is the brand, the artwork, the packaging spec and often the fragrance variant.
The economics are the opposite of OEM: lower MOQ (frequently 3,000 to 10,000 cans, sometimes less for a first trial), faster lead time (20 to 30 days, because no development phase exists), and no tooling cost if you use standard can sizes and off-the-shelf actuators. You also inherit a formula that already works — the factory has filled it thousands of times, so batch consistency risk is low.
The trade-off is commoditization. If three of your competitors source the same "best-selling" air freshener base from factories in the same industrial cluster, your only defensible asset is brand and distribution. That is a real business — most of the household aerosol brands on Middle Eastern and Southeast Asian shelves are built exactly this way — but it is a marketing business, not a product business.
Cost Comparison: The Numbers That Actually Matter
Unit price is where buyers focus; total first-order cost is where the decision should be made. A realistic comparison for a mid-range household aerosol product looks like this:
- Private label: no tooling, MOQ 5,000 cans, unit price moderate, first order ships in ~4 weeks, total cash at risk is the smallest number on the page.
- Full OEM: tooling plus development fees, MOQ 15,000+ cans, unit price 10–20% lower at volume (your formula, your efficiency), first order ships in ~10–14 weeks, but every re-order is cheaper per can and impossible for a competitor to duplicate.
Notice the asymmetry: private label minimizes the cost of being wrong; OEM minimizes the cost of being right. That is the entire decision in one sentence.
Which Model Is Right for You?
Choose private label if you are entering a new market category, testing demand, building a retail brand where the brand is the moat, or working with limited working capital. Choose OEM if you already have distribution, are supplying professional or industrial channels where performance is specified, hold a unique formula or patent, or are competing in a segment where procurement teams compare spec sheets line by line.
If you are an importer supplying B2B customers — workshops, facility services, distributors — OEM tilts the field further: professional buyers are loyal to a product that outperforms, not to a label.
Hybrid Approaches: What Experienced Buyers Actually Do
The cleanest path most brands eventually follow is staged. Start with private label to prove the market at minimum cost. When re-order volume justifies it, customize selectively — your own fragrance variant is the cheapest customization in aerosol (fragrance houses compound to spec with no tooling), followed by can artwork, then actuator design, then full formulation. Each step moves you up the exclusivity ladder without ever paying for a step ahead of your demand curve.
